Biography.

I am an Assistant Professor of Computer Science at the University of California Davis. Before joining UC Davis in 2023, I was a Ford Foundation Postdoctoral Fellow at Northeastern University working with David Choffnes. At Northeastern, I also held the Future Faculty Fellowship and served as Staff Affiliate at the LGBTQA Resource Center. I received my PhD in Computer Science from UC San Diego in 2021, advised by Alex Snoeren and Alberto Dainotti. My dissertation studied the exposure of cross-border internet traffic to observation and selective tampering by states. I hold an MS in Technology and Policy from MIT and a BE in Electronics Engineering from Universidad Simón Bolívar in Venezuela, with a thesis year at Lund University in Sweden.

Before academia, I worked for the United Nations, Akamai, and Schlumberger, where I served as a positioning engineer on a vessel that sailed across Europe, the Middle East, and North America. I have served on the Technical Program Committees for IMC, PETS, PAM, TMA, and others. I was one of five ISOC PULSE global Mentors for 2025.

Misc.

 

My pronouns are he/they/él. Outside of research, I enjoy photography, cooking, barbells, biking, and karaoke leagues. I have volunteered for political campaigns in the US and Venezuela, and visited 30 countries and over half of US states.

My all-time favorite quote is from Antonio Machado: "Caminante, no hay camino, se hace camino al andar" (Traveler, there is no road; you make your own path as you walk.)

I am a queer Venezuelan-Californian. I live in the San Francisco Bay Area with my Yorkie-Dachshund and among chosen family.
